What is DAMA South Australia?

The Designated Area Migration Agreement (DAMA) South Australia allows eligible South Australian businesses to sponsor skilled overseas workers for roles they cannot fill locally. DAMA SA provides expanded occupation lists, special program concessions, and flexible pathways to temporary and permanent visas.

There are two DAMA programs in South Australia:

  1. Adelaide City Technology and Innovation Advancement DAMA
    • Focuses on high-tech sectors: defence, space, technology, and advanced manufacturing in metropolitan Adelaide.
  2. South Australian Regional Workforce DAMA
    • Covers regional SA and focuses on agribusiness, health and social services, tourism, hospitality, construction, forestry, and mining.

Key Features of SA DAMA

  • Broader occupation access: Over 280 skilled and semi-skilled roles, including hard-to-fill and niche occupations.
  • Concessions: English language, salary (TSMIT), work experience, age, and permanent residency eligibility.
  • Pathways: Supports visa subclasses 482 (Skills in Demand), 494 (Skilled Employer Sponsored Regional), and 186 (Employer Nomination Scheme).

Note: Individuals cannot apply directly—employers must sponsor.

SA DAMA Occupation List (2025)

The SA DAMA occupation list covers diverse roles, from hospitality and health to technology and trades. Each occupation may have specific concessions, so it’s vital to check details for your role.

  • Chefs and cooks
  • Registered nurses and aged care workers
  • IT specialists and engineers
  • Construction managers and trades
  • Hospitality, tourism, and agribusiness professionals

Who Can Apply for SA DAMA?

To access the SA DAMA, a business must:

  • Operate lawfully in South Australia for at least 12 months
  • Be financially viable and disclose any adverse information (e.g., previous legal or employment issues)
  • Have full-time positions vacant that cannot be filled locally
  • Offer employment terms that meet Australian standards and TSMIT requirements

Endorsement & Application Process

  1. DAR Endorsement:
    Employers must first seek endorsement from the SA Designated Area Representative (DAR)—the Skilled & Business Migration, Department of State Development.
  2. Labour Agreement Application:
    After endorsement, the employer enters a DAMA Labour Agreement with the Department of Home Affairs.
  3. Nomination & Visa:
    Employers nominate overseas workers for 482, 494, or 186 visas under the DAMA.

No application fee is charged for DAR endorsement or entering a Labour Agreement with the Commonwealth.

Department of Home Affairs charges and SAF levy apply for nomination and visa applications.

SA DAMA Concessions

Concessions can include:

  • English language: IELTS 5.0 (or 4.5 for some semi-skilled regional roles)
  • Work experience: Concessions for certain occupations
  • TSMIT (salary): Reduced threshold—90% of standard TSMIT, with conditions
  • Age: ENS (186) and SESR (494) visas—up to 55 years for selected occupations
  • Permanent residency pathway: For many roles, PR is possible after meeting requirements

DAMA Visa South Australia: Supported Visa Subclasses

  • Subclass 482 (Skills in Demand, SID): Up to 4 years, pathway to ENS (186)
  • Subclass 494 (Skilled Employer Sponsored Regional): 5 years, pathway to PR (191)
  • Subclass 186 (Employer Nomination Scheme): Permanent residency

Skills, Qualifications & Experience

The qualifications and work experience required for each occupation are detailed on the SA DAMA occupation list.
  • Qualifications must meet Australian standards (AQF) or equivalent
  • Experience can include time spent during study, internships, formal placements, and prior full-time/part-time roles

Labour Market Testing & Compliance

Employers must:

  • Demonstrate genuine need and conduct Labour Market Testing (LMT)
  • Offer terms in line with Australian workplace law
  • Disclose any past or present adverse information (e.g., Fair Work, OHS, or immigration compliance issues)
  • Maintain robust HR and payroll compliance for ongoing endorsement
