Industry Labour Agreements Australia

What Are Industry Labour Agreements?

Industry Labour Agreements are special arrangements between the Australian Government and key sectors facing ongoing workforce shortages.
They enable approved employers to sponsor skilled and semi-skilled overseas workers in specific occupations—often with tailored visa options and concessions not available under standard skilled migration.

Key Benefits & Features

  • Pre-approved sector arrangements: Faster and simpler than company-specific agreements
  • Clear occupation lists: Each industry agreement specifies exactly which roles are eligible
  • Visa pathways: Temporary and permanent options (typically subclass 482, 186, or 494)
  • Program concessions: May include relaxed criteria for English, salary, or age—depending on occupation and location
  • Non-negotiable terms: All industry agreements have fixed conditions set by the government

List of Major Industry Labour Agreements

Australia’s main industry labour agreements currently include:

  • Aged Care:
For direct care workers in aged care facilities (subclass 482 & 186). Employers with a union MOU receive streamlined access.
  • Dairy:
For Senior Dairy Cattle Farm Workers & Dairy Cattle Farm Operators. Concessions vary by visa and regional location.
  • Fishing:
Six specific occupations in the fishing industry, temporary (up to 4 years) or PR options.
  • Horticulture:
Covers 31 skilled and semi-skilled occupations in farming and horticulture, with regional and visa-based concessions.
  • Meat:
For skilled meat workers, with flexible terms based on visa and regional needs.
  • Restaurant (Premium Dining):
For premium restaurants to sponsor cooks, chefs, café/restaurant managers, and trade waiters.
  • Advertising:
For Advertising Specialists, Graphic Designers, Copywriters, Multimedia Designers, and Web Developers.
Requires endorsement from the Media Federation of Australia and The Communications Council.
  • On-Hire:
On-hire businesses may sponsor certain skilled workers, who can be assigned to third parties but remain their direct employer.
  • Pork:
For Senior Stockpersons (piggery) in pork production, with both temporary and PR options.
  • Minister of Religion:
For Ministers of Religion and Religious Assistants, with temporary and direct PR options for senior roles.

How Do Industry Labour Agreements Work?

  1. Check eligibility & occupation:
Your business must be in a sector with an industry agreement and require a listed occupation.
  2. Obtain necessary endorsement:
Some agreements require endorsement from a designated industry body or union (e.g., Aged Care requires a union MOU; Advertising requires MFA/TCC approval).
  3. Apply for an industry labour agreement:
Applications use the government’s set terms—no negotiation.
  4. Nominate and sponsor workers:
Eligible for subclass 482, 494, or 186 visas—many with permanent residency pathways.
